PREAMBLE
We, the Naga Students of Bangalore solemnly resolve to constitute ourselves into a Union to work for unity, progress, fraternity and welfare of the community; to value and preserve the rich heritage of our diverse culture, custom and tradition, in our General Meeting of this Twentieth Day of April Nineteen Hundred and Eighty-Three*, and do hereby adopt, enact and give ourselves this constitution.
Note: Though the Union was formed in 1969 the last adopted constitution
that could be found in written form is of 20th April 1983.
ARTICLE-I
ARTICLE-I: NAME, MOTTO AND EMBLEM
- THE NAME:
- The name of the Union shall be Naga Students’ Union Bangalore and its abbreviated form shall be ‘NSUB’.
- THE MOTTO:
- The motto of the Union shall be, “One Struggle One Goal”.
- THE EMBLEM:
- The emblem of the Union is a globe in two halves, folded, representing life in two stages. The front visible face consists of a staircase ascending from the base and winding to top of the hilly terrains into the next hidden fold. Every step of the staircase represents life with its many hurdles. The blazing torch stands for knowledge and light, which over shines darkness and triumphs over ignorance. The firm grip of students bears the torch never to forget that one’s first and foremost duty is to keep the fire burning.
ARTICLE-II
ARTICLE-II: PURPOSE
- To encourage one another for academic excellence.
- To preserve the custom, tradition and cultural heritage of the Nagas.
- To enhance unity and good relationship with one another.
- To work for the welfare and interest of the Nagas.
- To help Nagas in times of distress such as sickness, bereavement and in want.
- To live in harmony with other communities.
ARTICLE-III
ARTICLE-III: MEMBERSHIP
- ELIGIBILITY:
- Every unmarried Naga above the age of 15 shall be a ‘Bonafide Member’ of the Union.
- Every Naga below the age of 15 shall be an ‘Associate Member’ of the Union.
- Every married Naga shall be an ‘Associate Member’ of the Union.
- MEMBERSHIP FEE:
- Every new Bonafide and Associate member shall pay one time registration fee to register in the Union.
- Every Bonafide and Associate member shall pay a membership fee annually.
- The General Body shall decide the Registration and the Membership fees at the year-end General Body Meeting.
- Every Bonafide and Associate member whose Sub-Unit is affiliated to the Union shall pay their Registration and Membership fees through their respective Sub-Unit.
- Every Bonafide and Associate member who is a member of a Sub-Unit not affiliated to the Union or any Naga who do not have a Sub-Unit shall pay the Registration and Membership fees directly to the Union.
- Any sub unit that fails to pay the annual membership fee will not be eligible to take part in activities of NSUB.
- Any individual belonging to a Naga tribe recognized by the NSUB (NSF) which does not have a functioning office can register directly to NSUB.
ARTICLE-IV
ARTICLE-IV: JURISDICTION
- The territorial jurisdiction of the Union shall extend to Bangalore District and the Executive Jurisdiction of the Union shall extend to all the Bonafide members and Associate members.
- There shall be no other Naga Students’ Organisation(s) in Bangalore except the NSUB, which is the apex body of all the Sub-Units.
- The Constitution of the Naga Students’ Union Bangalore is supreme and shall prevail and bind in the event of conflict(s) among the Members/Sub-Units.
- The Union has the right to intervene in case of any conflict between the Sub-Units or within a Sub-Unit.
- The Union shall seek and receive contribution from its members, well-
wishers, institutions and other organizations for its functioning.
ARTICLE-V
ARTICLE-V: SUB-UNITS
- Any recognized Naga tribe with a functioning committee having fifty (50) members will be eligible to seek affiliation to the Union.
- A functional committee should comprise of a minimum of three members namely,
- President
- Secretary
- Treasurer
- The affiliation will be on probation for one year, post which the executive committee of NSUB would decide on permanent affiliation.
- The affiliation fee will be decided by the Executive Council and shall be approved by the General Body during the year-end General Body Meeting.
- One Tribal Community cannot have more than one Sub-Unit.
- The affiliated Sub-Units shall collect the Registration and Membership fees of their respective members as mentioned in Article III-B-4 and submit to the Union before the first annual General Body Meeting (Fresher’s, Social).
- In order to preclude conflict of dates, the Sub-Units shall consult the Union before fixing the dates for their events.
- The Sub-Units shall have one designated representative to the Union
- The calendar year of the Sub-Units’ office shall be the same as the Union.
ARTICLE-VI
ARTICLE-VI: GENERAL BODY OF THE UNION
- COMPOSITION:
- The general body shall comprise all the Bonafide and Associate members and shall have Union Officers, Executive Committee, Executive Council, and any of the existing Sub-Committees and Special Committees
- POWERS AND FUNCTION
- The General Body shall be the highest decision making body of the Union. It shall approve or reject the recommendation(s) and report(s) of the Executive Committee, Executive Council and other Committee(s).
- The General Body shall have its meetings at least twice in a calendar year (April-March), during which the Fresher’s and Parting Socials could be accommodated.
- In any matter, the decision of the General Body with 2/3 majority of the members present in the meeting shall be final.
- The General Body meeting shall be held with the requisites quorum as in Article XVI.
- The Presiding Officer shall maintain decorum, adjourn and prorogue all meeting(s) and take disciplinary actions against the members indulging in unruly behavior.
- The General Body shall have the power to impeach any of the Union Officers if the latter is found mis-conducting or working against the principle(s) of this constitution.
- In the event of a motion moved against the Presiding Officer the House then shall nominate a Pro-Tem Presiding Officer from within the members present.
- Elections to the various posts of the Union shall be through the General Body.
ARTICLE-VII
ARTICLE-VII: UNION OFFICERS
- COMPOSITION: The Union shall have the following Officers
- President
- Vice President
- General Secretary
- Assistant General Secretary
- Finance Secretary
- Assistant Finance Secretary
- Sports Secretary
- Assistant Sports Secretary
- Cultural Secretary
- Assistant Cultural Secretary
- Literary Secretary
- Assistant Literary Secretary
- Treasurer
- POWERS AND FUNCTIONS OF THE UNION OFFICERS:
- PRESIDENT:
- The President shall be the head of the Union and shall be the Presiding Officer over the Executive Committee, Executive Council and General Body meetings.
- The President shall interpret the constitution on behalf of the Union.
- The President shall have the power to summon or adjourn all the General Body and emergency meetings.
- The President shall accept or reject Resignation of the Executive Committee, Executive Council, Sub Committees and Special Committees in consultation with the Advisory Board.
- The President shall be one of the drawing and disbursing officers of the Union treasury.
- The President shall assume the post of any vacancy with its powers and functions until an appointment is done as per Article XV-K.
- The President shall have the discretion to draw up to Rs.5000/- (Rupees Five Thousand) without the approval of the Executive
- Committee for any emergency purpose and shall be reported in the next Executive Committee meeting.
- The vote of the President shall determine the majority in case of a tie.
- The President shall be the ex-officio in all the Sub-Committees and Special Committees.
- VICE-PRESIDENT:
- The Vice-President shall assist the President in carrying out the activities of the Union.
- In the absence of the President, the Vice-President shall assume and discharge all the powers and functions of the President.
- GENERAL SECRETARY:
- The General Secretary shall record and maintain all the minutes and actions of the General Body, Executive Council and the Executive Committee meetings.
- The General Secretary shall be responsible for all the official correspondence of the Union in consultation with the President.
- The General Secretary shall send summoning letter for the Executive Committee, Executive Council, General Body and any emergency meeting of the Union on the advice of the President.
- In the absence of the President and the Vice President, the General Secretary will be the head of the Union.
- ASSISTANT GENERAL SECRETARY:
- The Assistant General Secretary shall assist the General Secretary in his/her official duties.
- In the absence of the General Secretary, the Assistant General Secretary shall assume the powers and functions of the General Secretary.
- The Assistant General Secretary will collect and maintain the census record of the Union.
- FINANCE SECRETARY:
- The Finance Secretary shall be responsible in collecting various fees and subscriptions of the Union.
- The Finance Secretary shall find ways and means in consultation with the Executive Committee for the promotion of the Union fund.
- The Finance Secretary shall maintain and produce all the necessary documents of the Union’s account to the Audit Committee for auditing.
- The Finance Secretary shall be one of the drawing and disbursing officers of the Union treasury.
- The Finance Secretary shall prepare the annual budget of the Union in consultation with the Executive Committee within 30 days from the date of election which will be subject to the final approval of the General Body.
- ASSISTANT FINANCE SECRETARY:
- The Assistant Finance Secretary shall assist the Finance Secretary in all his/her official duties.
- The Assistant Finance Secretary shall assume powers and functions of the Finance Secretary in case of the absence of the latter.
- SPORTS SECRETARY:
- The Sports Secretary will be responsible for organizing games and sports activities of the Union.
- The Sports Secretary shall look for avenues to nurture Naga talents by coordinating and networking with appropriate organization(s) for participation in both amateur and professional events.
- The Sports Secretary shall be the Team Manager of any sports team formed under the Union
- ASSISTANT SPORTS SECRETARY :
- The Assistant Sports Secretary shall assist the Sports Secretary and act on his/her behalf in the absence of the latter.
- The Assistant Sports Secretary shall be the Assistant Team Manager of any sports team formed under the Union.
- CULTURAL SECRETARY:
- The Cultural Secretary shall be responsible for conducting various social and cultural events of the Union.
- The Cultural Secretary shall be an ex-officio for any Social and Cultural events Committee.
- ASSISTANT CULTURAL SECRETARY:
- The Assistant Cultural Secretary shall assist the Cultural Secretary and act on his/her behalf in the absence of the latter.
- LITERARY SECRETARY:
- The Literary Secretary shall be responsible for conducting various seminars, workshops and any other literary event of the Union.
- The Literary Secretary shall be an ex-Officio in any of the Special Committees that deal with print media, circulars, publications and Public Relations.
- The Literary Secretary shall be the Convener of the Union’s newsletter editorial team.
- ASSISTANT LITERARY SECRETARY:
- The Assistant Literary Secretary will assist the Literary Secretary and act on his/her behalf in the absence of the latter.
- The Literary Secretary shall be the Co-Convener of the Union’s newsletter editorial team.
- TREASURER:
- The Treasurer shall keep all the stocks and stationeries of the Union.
- The Treasurer shall keep the treasury of the Union.
- The Treasurer shall be one of the drawing and disbursing officers of the Union treasury.
- The Treasurer shall find ways and means to generate funds for the Union by coordinating with the Finance Secretary.
- The Treasurer will be a member of the Executive Committee and the Executive Council but will not have any voting rights.
- PRESIDENT:
ARTICLE-VIII
ARTICLE-VIII EXECUTIVE COMMITTEE
- COMPOSITION:
- The Executive Committee shall be formed by the Union Officers and the Advisory Board.
- POWERS AND FUNCTIONS:
- The Executive Committee shall meet at least once in a month.
- The Executive Committee shall execute all the matters resolved by the Executive Council and the General Body.
- The Executive Committee shall appoint any eligible member to the Union Officer’s post that lies vacant as per Article XV-J.
- The Executive Committee shall appoint Special Committee(s) as and when the need arises.
- In case of any emergency the Executive Committee shall have the discretion of sanctioning Rs.5000/-(Five Thousand) at a time without the formal approval of the General Body and shall be reported in the next meeting of the Executive Council.
- Any matter that cannot be decided by the Executive Committee shall be brought to the Executive Council for decision.
ARTICLE-IX
ARTICLE-IX: SUB-UNIT REPRESENTATIVES
- The Sub-Unit Representatives shall be nominated /elected by their respective Sub-Units and shall be someone who is a member of the Union for at least one year.
- The Sub-Unit Representative shall be a designated Office Bearer, ‘Representative to NSUB’, of their Sub-Unit.
- The Sub-Unit Representative should not hold any post in their respective Sub-Unit.
- The Sub-Unit Representatives shall be members to the Executive Council and shall be responsible to liaison’ between the Union and their respective Sub-Units.
- The Sub-Unit Representatives shall assist various committees as and when delegated.
- In case of any post of the Sub-Unit Representative falling vacant for various reasons, nomination should be done within a period of two (2) months by the respective Sub Unit.
ARTICLE-X
ARTICLE-X: EXECUTIVE COUNCIL
- COMPOSITION:
- The Executive Council shall be formed by the Union Officers, Advisory Board and the Sub-Unit Representatives.
- POWERS AND FUNCTIONS:
- The Executive Council shall meet at least once in a quarter to review the decisions and working of the Executive Committee.
- The Executive Council can sanction up to Rs.20000/- (Twenty Thousand Only) without the approval of the General Body in case of emergency and shall be reported in the next General Body Meeting.
- In the event of any emergency the Executive Council can call for General Body meeting.
- The Executive Council shall appoint sessional chairman or secretary if both the Presidents and the Secretaries are absent.
- The Executive Council shall have the power to move for impeachment to the General Body against any of the Union Officers if the latter is found mis-conducting or working against the principle(s) of this constitution.
- The Executive Council shall have the power to seek for replacement of any Sub-Unit Representative if he/she is found misconducting/negligent in his/her duties of the Union.
- The Sub-Committees as given in Article XIV will be appointed by the Executive Council.
- Any matter that cannot be resolved in the Executive Council shall be brought to the General Body for final decision.
ARTICLE-XI
ARTICLE-XI: ADVISORY BOARD
- The Union will have an Advisory Board comprised of three members.
- The Outgoing President provided his/her conduct and service to the Union is satisfactory, he/she will be appointed as one of the members of the Advisory Board.
- The Advisory Board will be members of the Executive Committee and the Executive Council.
- The Advisory Board will advise and guide in the functioning of the Union which is advisory in nature and not binding.Page: 13
- If any member is dissatisfied with the interpretation of this constitution, as given in Article VII-B-1-ii then he/she can write a formal appeal to the Advisory Board for further clarification.
- The Advisory Board members will be nominated by the Nomination Committee and shall be approved by the General Body.
- The Advisory Board will not have any voting right.
- In the event of en-mass resignation of the Union Officers/Executive Council, Constitutional crisis, No confidence motion against the whole Executive Committee/ Executive Council et al, The Advisory Board shall act as caretaker and work for the return of normalcy not more than two (2) months. In this period they shall not be entitled to take any major executive decision.
ARTICLE-XII
ARTICLE-XII: TENURE
- The calendar year of the Union shall be from April – March.
- The tenure of the Union Officers, Sub-Unit Representatives and Advisory Board members shall be one (1) year.
- The Union Officers and Advisory Board can be re-elected for another term.
- The Union Officers can be re-elected in the same post only once.
- The tenure of the Sub Committees and Special Committees shall be time-bound and dissolved after the completion of the respective project/term.
ARTICLE-XIII
ARTICLE-XIII: SUB COMMITTEES
- Audit Committee:
- The Executive Council shall appoint the Audit Committee comprising three (3) members in the first General Body Meeting of every calendar year and it shall be approved by the House.
- The Audit Committee shall audit the account of the Union before the end of the calendar year and present its report to the House during the year-end General Body Meeting of the Union for approval.
- Nomination Committee:
- The Executive Council shall appoint the Nomination Committee comprising three (3) members, three 3) months before the date of election.
- The Nomination Committee shall propose and recommend the official candidates for various posts of the Union to the Election Committee as per the regulated timeline given in ARTICLE-XV-H
- Election Committee:
- The Executive Council shall appoint the Election Committee comprising Three (3) members, three (3) months before the date of election.
- The Convener of the Election Committee shall preside over the election and the committee members will assist him/her.
- In case of any confusion, the decision of the Election Committee shall be final.
- iv. The Election Committee shall be responsible for the office of NSUB after the completion of tenure for the interim period until the next election.
- Social Responsibility Committee:
- The Executive Council shall appoint Social Responsibility Committee comprising three (3) members in the first General Body Meeting every one (1) year and it shall be approved by the House.
- The Social Responsibility Committee shall ensure that the members uphold the Union Preamble, its ideals and aspiration and shall counsel and advise the members on those issues/values/principles.
- The Social Responsibility Committee shall assist the Union in matters relating to clauses defined in the By Law of the Union, as given in ARTICLE-XIX.
ARTICLE-XIV
ARTICLE-XIV: SPECIAL COMMITTEE
The Executive Committee shall institute Special Committee(s) as and when required as mentioned in ARTICLE VIII-B-iv
ARTICLE-XV: MODE OF ELECTION
- The mode of election will be by secret ballot.
- The Union shall have the General Election during the year-end General Body Meeting.
- Every affiliated Sub Unit of the Union has the right to exercise franchise with two (2) votes.
- Any Bonafide member, who has been a member for at least a year in the Union and below the age of Thirty-Five (35) is eligible to be nominated and contest for any post of the Union office.
- Only members who have registered/paid membership to the Union can be nominated or allowed to contest for election.
- The candidates must be present in the House during the time of nomination and election.
- The Election Committee shall receive nominations for various posts from the Nomination Committee.
- The Nomination papers of all the candidates must be filed to the Election Committee seven days (7) ahead of the election.
- In case of a tie the vote of the members of the Election Committee shall be final.
- In case there are no candidates for any post, the Nomination Committee in consultation with the Election Committee shall appoint any eligible member within a period of two months.
- K. In case of any post falling vacant for various reasons, appointment will be done within a period of two months by the Executive Council.
- The Sub Unit office will function as Nomination Committee for their respective Unit.
ARTICLE-XVI
ARTICLE-XVI: QUORUM
All the meeting of the Union shall be conducted with a simple majority.
ARTICLE-XVII: CODE OF CONDUCT
ARTICLE-XVII: CODE OF CONDUCT
- A. All the proceedings of the Union meeting and correspondence medium will be in English and postscript of all correspondence shall end with the word “KUKNALIM”.
- All members attending the meeting are expected to actively participate throughout the proceedings.
- Behaving irresponsibly and using abusive language while the House is in session will be considered as misconduct.
ARTICLE-XVIII
ARTICLE-XVIII: RELATIONSHIP
- The NSUB shall work in line with the Naga Students’ Federation (NSF), and co-operate with its activities for the larger interest of the Nagas.
- The NSUB will cooperate and coordinate with Naga Students’ Unions of other cities and also with other Students’ Organization that shares the same vision.
- The NSUB shall co-ordinate with the Naga Christian Fellowship, Bangalore.
ARTICLE-XIX
ARTICLE-XIX: BY LAWS
- Any member of the Union indulging in unhealthy practices and leading an irresponsible life that degrades oneself and the Naga Society shall be dealt by the Union as follows;
- Firstly, the Union shall warn such individual(s) and instruct the respective Sub-Unit to take necessary action.
- In case the Sub-Unit is unable to resolve the issue, the Union shall take appropriate action as required.
- The Sub Unit should give a written report of any issue that has been resolved along with the action taken.
ARTICLE-XX
ARTICLE-XX: AMENDMENT AND REVISION OF THE CONSTITUTION
- Five or more members of the Union may move for amending any part of the Constitution by submitting a petition to the Presiding Officer with a supportive explanatory memo.
- Any petition for amendment shall be referred to the Presiding Officer who shall either accept or reject in consultation with the Executive Council. The accepted petition shall then be approved by two thirds majority of the members present in the House of the General Body.
- The revision of the Constitution can be done only after the completion of five (5) years from the date of the previous revision.
- The Executive Council may move for revision of the Constitution with a supportive explanatory memo which should be approved by the General Body.
- A Constitution Revision Committee will revise the Constitution and shall be approved by the two thirds majority of the members present in the General Body.

- The General Body shall be the highest decision making body of the Union. It shall approve or reject the recommendation(s) and report(s) of the Executive Committee, Executive Council and other Committee(s).
- The General Body shall have its meetings at least twice in a calendar year (April-March), during which the Fresher’s and Parting Socials could be accommodated.
- In any matter, the decision of the General Body with 2/3 majority of the members present in the meeting shall be final.
- The General Body meeting shall be held with the requisites quorum as in Article XVI.
- The Presiding Officer shall maintain decorum, adjourn and prorogue all meeting(s) and take disciplinary actions against the members indulging in unruly behavior.
- The General Body shall have the power to impeach any of the Union Officers if the latter is found mis-conducting or working against the principle(s) of this constitution.
- In the event of a motion moved against the Presiding Officer the House then shall nominate a Pro-Tem Presiding Officer from within the members present.
- Elections to the various posts of the Union shall be through the General Body.
ARTICLE-VII
ARTICLE-VII: UNION OFFICERS
- COMPOSITION: The Union shall have the following Officers
- President
- Vice President
- General Secretary
- Assistant General Secretary
- Finance Secretary
- Assistant Finance Secretary
- Sports Secretary
- Assistant Sports Secretary
- Cultural Secretary
- Assistant Cultural Secretary
- Literary Secretary
- Assistant Literary Secretary
- Treasurer
- POWERS AND FUNCTIONS OF THE UNION OFFICERS:
- PRESIDENT:
- The President shall be the head of the Union and shall be the Presiding Officer over the Executive Committee, Executive Council and General Body meetings.
- The President shall interpret the constitution on behalf of the Union.
- The President shall have the power to summon or adjourn all the General Body and emergency meetings.
- The President shall accept or reject Resignation of the Executive Committee, Executive Council, Sub Committees and Special Committees in consultation with the Advisory Board.
- The President shall be one of the drawing and disbursing officers of the Union treasury.
- The President shall assume the post of any vacancy with its powers and functions until an appointment is done as per Article XV-K.
- The President shall have the discretion to draw up to Rs.5000/- (Rupees Five Thousand) without the approval of the Executive
- Committee for any emergency purpose and shall be reported in the next Executive Committee meeting.
- The vote of the President shall determine the majority in case of a tie.
- The President shall be the ex-officio in all the Sub-Committees and Special Committees.
- VICE-PRESIDENT:
- The Vice-President shall assist the President in carrying out the activities of the Union.
- In the absence of the President, the Vice-President shall assume and discharge all the powers and functions of the President.
- GENERAL SECRETARY:
- The General Secretary shall record and maintain all the minutes and actions of the General Body, Executive Council and the Executive Committee meetings.
- The General Secretary shall be responsible for all the official correspondence of the Union in consultation with the President.
- The General Secretary shall send summoning letter for the Executive Committee, Executive Council, General Body and any emergency meeting of the Union on the advice of the President.
- In the absence of the President and the Vice President, the General Secretary will be the head of the Union.
- ASSISTANT GENERAL SECRETARY:
- The Assistant General Secretary shall assist the General Secretary in his/her official duties.
- In the absence of the General Secretary, the Assistant General Secretary shall assume the powers and functions of the General Secretary.
- The Assistant General Secretary will collect and maintain the census record of the Union.
- FINANCE SECRETARY:
- The Finance Secretary shall be responsible in collecting various fees and subscriptions of the Union.
- The Finance Secretary shall find ways and means in consultation with the Executive Committee for the promotion of the Union fund.
- The Finance Secretary shall maintain and produce all the necessary documents of the Union’s account to the Audit Committee for auditing.
- The Finance Secretary shall be one of the drawing and disbursing officers of the Union treasury.
- The Finance Secretary shall prepare the annual budget of the Union in consultation with the Executive Committee within 30 days from the date of election which will be subject to the final approval of the General Body.
- ASSISTANT FINANCE SECRETARY:
- The Assistant Finance Secretary shall assist the Finance Secretary in all his/her official duties.
- The Assistant Finance Secretary shall assume powers and functions of the Finance Secretary in case of the absence of the latter.
- SPORTS SECRETARY:
- The Sports Secretary will be responsible for organizing games and sports activities of the Union.
- The Sports Secretary shall look for avenues to nurture Naga talents by coordinating and networking with appropriate organization(s) for participation in both amateur and professional events.
- The Sports Secretary shall be the Team Manager of any sports team formed under the Union
- ASSISTANT SPORTS SECRETARY :
- The Assistant Sports Secretary shall assist the Sports Secretary and act on his/her behalf in the absence of the latter.
- The Assistant Sports Secretary shall be the Assistant Team Manager of any sports team formed under the Union.
- CULTURAL SECRETARY:
- The Cultural Secretary shall be responsible for conducting various social and cultural events of the Union.
- The Cultural Secretary shall be an ex-officio for any Social and Cultural events Committee.
- ASSISTANT CULTURAL SECRETARY:
- The Assistant Cultural Secretary shall assist the Cultural Secretary and act on his/her behalf in the absence of the latter.
- LITERARY SECRETARY:
- The Literary Secretary shall be responsible for conducting various seminars, workshops and any other literary event of the Union.
- The Literary Secretary shall be an ex-Officio in any of the Special Committees that deal with print media, circulars, publications and Public Relations.
- The Literary Secretary shall be the Convener of the Union’s newsletter editorial team.
- ASSISTANT LITERARY SECRETARY:
- The Assistant Literary Secretary will assist the Literary Secretary and act on his/her behalf in the absence of the latter.
- The Literary Secretary shall be the Co-Convener of the Union’s newsletter editorial team.
- TREASURER:
- The Treasurer shall keep all the stocks and stationeries of the Union.
- The Treasurer shall keep the treasury of the Union.
- The Treasurer shall be one of the drawing and disbursing officers of the Union treasury.
- The Treasurer shall find ways and means to generate funds for the Union by coordinating with the Finance Secretary.
- The Treasurer will be a member of the Executive Committee and the Executive Council but will not have any voting rights.
- PRESIDENT:
ARTICLE-VIII
ARTICLE-VIII EXECUTIVE COMMITTEE
- COMPOSITION:
- The Executive Committee shall be formed by the Union Officers and the Advisory Board.
- POWERS AND FUNCTIONS:
- The Executive Committee shall meet at least once in a month.
- The Executive Committee shall execute all the matters resolved by the Executive Council and the General Body.
- The Executive Committee shall appoint any eligible member to the Union Officer’s post that lies vacant as per Article XV-J.
- The Executive Committee shall appoint Special Committee(s) as and when the need arises.
- In case of any emergency the Executive Committee shall have the discretion of sanctioning Rs.5000/-(Five Thousand) at a time without the formal approval of the General Body and shall be reported in the next meeting of the Executive Council.
- Any matter that cannot be decided by the Executive Committee shall be brought to the Executive Council for decision.
ARTICLE-IX
ARTICLE-IX: SUB-UNIT REPRESENTATIVES
- The Sub-Unit Representatives shall be nominated /elected by their respective Sub-Units and shall be someone who is a member of the Union for at least one year.
- The Sub-Unit Representative shall be a designated Office Bearer, ‘Representative to NSUB’, of their Sub-Unit.
- The Sub-Unit Representative should not hold any post in their respective Sub-Unit.
- The Sub-Unit Representatives shall be members to the Executive Council and shall be responsible to liaison’ between the Union and their respective Sub-Units.
- The Sub-Unit Representatives shall assist various committees as and when delegated.
- In case of any post of the Sub-Unit Representative falling vacant for various reasons, nomination should be done within a period of two (2) months by the respective Sub Unit.
ARTICLE-X
ARTICLE-X: EXECUTIVE COUNCIL
- COMPOSITION:
- The Executive Council shall be formed by the Union Officers, Advisory Board and the Sub-Unit Representatives.
- POWERS AND FUNCTIONS:
- The Executive Council shall meet at least once in a quarter to review the decisions and working of the Executive Committee.
- The Executive Council can sanction up to Rs.20000/- (Twenty Thousand Only) without the approval of the General Body in case of emergency and shall be reported in the next General Body Meeting.
- In the event of any emergency the Executive Council can call for General Body meeting.
- The Executive Council shall appoint sessional chairman or secretary if both the Presidents and the Secretaries are absent.
- The Executive Council shall have the power to move for impeachment to the General Body against any of the Union Officers if the latter is found mis-conducting or working against the principle(s) of this constitution.
- The Executive Council shall have the power to seek for replacement of any Sub-Unit Representative if he/she is found misconducting/negligent in his/her duties of the Union.
- The Sub-Committees as given in Article XIV will be appointed by the Executive Council.
- Any matter that cannot be resolved in the Executive Council shall be brought to the General Body for final decision.
ARTICLE-XI
ARTICLE-XI: ADVISORY BOARD
- The Union will have an Advisory Board comprised of three members.
- The Outgoing President provided his/her conduct and service to the Union is satisfactory, he/she will be appointed as one of the members of the Advisory Board.
- The Advisory Board will be members of the Executive Committee and the Executive Council.
- The Advisory Board will advise and guide in the functioning of the Union which is advisory in nature and not binding.Page: 13
- If any member is dissatisfied with the interpretation of this constitution, as given in Article VII-B-1-ii then he/she can write a formal appeal to the Advisory Board for further clarification.
- The Advisory Board members will be nominated by the Nomination Committee and shall be approved by the General Body.
- The Advisory Board will not have any voting right.
- In the event of en-mass resignation of the Union Officers/Executive Council, Constitutional crisis, No confidence motion against the whole Executive Committee/ Executive Council et al, The Advisory Board shall act as caretaker and work for the return of normalcy not more than two (2) months. In this period they shall not be entitled to take any major executive decision.
ARTICLE-XII
ARTICLE-XII: TENURE
- The calendar year of the Union shall be from April – March.
- The tenure of the Union Officers, Sub-Unit Representatives and Advisory Board members shall be one (1) year.
- The Union Officers and Advisory Board can be re-elected for another term.
- The Union Officers can be re-elected in the same post only once.
- The tenure of the Sub Committees and Special Committees shall be time-bound and dissolved after the completion of the respective project/term.
ARTICLE-XIII
ARTICLE-XIII: SUB COMMITTEES
- Audit Committee:
- The Executive Council shall appoint the Audit Committee comprising three (3) members in the first General Body Meeting of every calendar year and it shall be approved by the House.
- The Audit Committee shall audit the account of the Union before the end of the calendar year and present its report to the House during the year-end General Body Meeting of the Union for approval.
- Nomination Committee:
- The Executive Council shall appoint the Nomination Committee comprising three (3) members, three 3) months before the date of election.
- The Nomination Committee shall propose and recommend the official candidates for various posts of the Union to the Election Committee as per the regulated timeline given in ARTICLE-XV-H
- Election Committee:
- The Executive Council shall appoint the Election Committee comprising Three (3) members, three (3) months before the date of election.
- The Convener of the Election Committee shall preside over the election and the committee members will assist him/her.
- In case of any confusion, the decision of the Election Committee shall be final.
- The Election Committee shall be responsible for the office of NSUB after the completion of tenure for the interim period until the next election.
- Social Responsibility Committee:
- The Executive Council shall appoint Social Responsibility Committee comprising three (3) members in the first General Body Meeting every one (1) year and it shall be approved by the House.
- The Social Responsibility Committee shall ensure that the members uphold the Union Preamble, its ideals and aspiration and shall counsel and advise the members on those issues/values/principles.
- The Social Responsibility Committee shall assist the Union in matters relating to clauses defined in the By Law of the Union, as given in ARTICLE-XIX.
ARTICLE-XIV
ARTICLE-XIV: SPECIAL COMMITTEE
The Executive Committee shall institute Special Committee(s) as and when required as mentioned in ARTICLE VIII-B-iv
ARTICLE-XV
ARTICLE-XV: MODE OF ELECTION
- The mode of election will be by secret ballot.
- The Union shall have the General Election during the year-end General Body Meeting.
- Every affiliated Sub Unit of the Union has the right to exercise franchise with two (2) votes.
- Any Bonafide member, who has been a member for at least a year in the Union and below the age of Thirty-Five (35) is eligible to be nominated and contest for any post of the Union office.
- Only members who have registered/paid membership to the Union can be nominated or allowed to contest for election.
- The candidates must be present in the House during the time of nomination and election.
- The Election Committee shall receive nominations for various posts from the Nomination Committee.
- The Nomination papers of all the candidates must be filed to the Election Committee seven days (7) ahead of the election.
- In case of a tie the vote of the members of the Election Committee shall be final.
- In case there are no candidates for any post, the Nomination Committee in consultation with the Election Committee shall appoint any eligible member within a period of two months.
- K. In case of any post falling vacant for various reasons, appointment will be done within a period of two months by the Executive Council.
- The Sub Unit office will function as Nomination Committee for their respective Unit.
ARTICLE-XVI
ARTICLE-XVI: QUORUM
All the meeting of the Union shall be conducted with a simple majority.
ARTICLE-XVII
ARTICLE-XVII: CODE OF CONDUCT
- All the proceedings of the Union meeting and correspondence medium will be in English and postscript of all correspondence shall end with the word “KUKNALIM”.
- All members attending the meeting are expected to actively participate throughout the proceedings.
- Behaving irresponsibly and using abusive language while the House is in session will be considered as misconduct.
ARTICLE-XVIII
ARTICLE-XVIII: RELATIONSHIP
- The NSUB shall work in line with the Naga Students’ Federation (NSF), and co-operate with its activities for the larger interest of the Nagas.
- The NSUB will cooperate and coordinate with Naga Students’ Unions of other cities and also with other Students’ Organization that shares the same vision.
- The NSUB shall co-ordinate with the Naga Christian Fellowship, Bangalore.
ARTICLE-XIX
ARTICLE-XIX: BY LAWS
- Any member of the Union indulging in unhealthy practices and leading an irresponsible life that degrades oneself and the Naga Society shall be dealt by the Union as follows;
- Firstly, the Union shall warn such individual(s) and instruct the respective Sub-Unit to take necessary action.
- In case the Sub-Unit is unable to resolve the issue, the Union shall take appropriate action as required.
- The Sub Unit should give a written report of any issue that has been resolved along with the action taken.
ARTICLE-XX
ARTICLE-XX: AMENDMENT AND REVISION OF THE CONSTITUTION
- Five or more members of the Union may move for amending any part of the Constitution by submitting a petition to the Presiding Officer with a supportive explanatory memo.
- Any petition for amendment shall be referred to the Presiding Officer who shall either accept or reject in consultation with the Executive Council. The accepted petition shall then be approved by two thirds majority of the members present in the House of the General Body.
- The revision of the Constitution can be done only after the completion of five (5) years from the date of the previous revision.
- The Executive Council may move for revision of the Constitution with a supportive explanatory memo which should be approved by the General Body.
- A Constitution Revision Committee will revise the Constitution and shall be approved by the two thirds majority of the members present in the General Body.
